How is this the beginning?

People have had to show proof of age to get into bars for a long time. Doing so often involves showing a card with your home address on it.

And what about immigrants having to show papers upon request? What about police expecting random black people to identify themselves?

It only seems like the “beginning” because what you’ve been tolerating is finally starting to affect you.
