Originally started out as a protest not only against living conditions but also against the last-minute planned “death ride”. A plan to send a fleet out at the last minute to oppose the blockade in a glorious battle even though it was expected to fail. Some Navy leaders felt guilty about not sending the fleet out into a general engagement since 1916. The Kaiser abdicated the day after this picture was taken.
